OpenTTD is no longer available as a standalone game on Steam and Gog. It is now bundled with the newly re‑released Transport Tycoon Deluxe by Atari for $9.99.
The game remains free (on the Developer Site). However, to download OpenTTD on Steam and Gog stores moving forward, you must purchase the original Transport Tycoon Deluxe game alongside it.
For existing owners of the game on the stores, nothing changes.
